In a significant policy shift, the Police Service Commission (PSC) has announced the abolition of special promotions within the Nigeria Police Force. This change was disclosed by the PSC Chairman, DIG Hashimu Argungu (rtd), during a meeting with the executive members of the Association of Retired Police Officers of Nigeria on Tuesday, September 3rd, 2024. Accompanied by DIG Taiwo Lakanu (rtd), an Honourable Commissioner in the Commission, Argungu emphasized that the commission would no longer serve as a "rubber stamp" for irregular promotions, marking a new era where promotions will be strictly earned.
Argungu underscored that moving forward, promotions within the Nigeria Police Force will be determined by merit, based on the passing of prescribed examinations and the fulfillment of other essential requirements. He stated, "There is nothing like special promotion anywhere around the world," highlighting that this outdated practice would no longer be tolerated under his leadership. He further clarified that while the law permits accelerated promotions for officers demonstrating exceptional performance, such cases will be handled with caution to prevent abuse.
The Chairman's remarks signal a departure from traditional practices, where seniority often played a significant role in promotions. Argungu stressed that in modern policing, seniority should not overshadow competence. He introduced a new policy where officers who fail the promotion examination three times will be retired for incompetence. This policy shift is aimed at ensuring that only capable and qualified individuals ascend through the ranks of the police force.
Argungu called on retired police officers to support this new direction, noting that their experience and insights could be valuable in fostering a more effective promotion system. Reflecting on his own career, Argungu expressed pride in the Nigeria Police Force, where he retired as a Deputy Inspector General. He reaffirmed his commitment to upholding the integrity of both the police force and the PSC, stating, "A Policeman is like Caesar's wife and should be above suspicion. It is country first."
The meeting also saw AIG Paul Ochonu (rtd), Chairman of the Association of Retired Police Officers of Nigeria, expressing support for the PSC's new leadership. Ochonu praised the appointment of policemen as both the National Security Adviser and the Chairman of the PSC, hoping for a unified working relationship with the Inspector General of Police. He urged Argungu to foster a positive and collaborative partnership between the PSC, the Nigeria Police High Command, and the Office of the National Security Adviser, believing that such cooperation would greatly benefit the police force and the general public.
This policy change marks a pivotal moment in the evolution of the Nigeria Police Force, as it transitions towards a more merit-based promotion system, aiming to enhance the professionalism and effectiveness of the force.
