PETITION: Group Cries to the Nigeria Police Boss to Call CSP. Okpaleke to Order

 

Comrade Akpan Iwok the Project Director of the Basic Rights Advancement Advocate In initiative in a petition to the Inspector General of Police through the office of Police Force Public Relations Officer against one Mr. Chidiebere Okpaleke a Chief Superintendent of Police, the Divisional Police Officer and the Officer in Charge of Surveillance of the Aba Central Police Station, under the Abia State Police Command. 

The group accused the DPO of devious and heinous mischief of criminal intimidation, gross misconduct that compound felony and unlawful detention of Mr. Emeka Oti for the culpable homicide/murder of Mr. Ikokwu Samson Okoro by Michael Sunday, Louis Asinna, Sunday Abuja, John Elemu also known as Tola and finally, Dick.

Iwok explained that on the Tuesday 12th day of August, 2025 Mr. Ikokwu Okoro the Financial Secretary of the Road Transport Employee Association of Nigeria, Aba Unit, Aba Main Park, Aba, Abia State was attacked by group of assailant namely: (1) Michael Sunday ‘M’ (2) Louis Asinna ‘M’ (3) Sunday Abuma ‘M’ (4) John Elemu A.K.A Tola ‘M’ (5) Dick ‘M’ while he was going about his lawful duty. 

He was brutally assaulted owing to good Samaritans and one of his friends that came to his rescue he would have died on the spot while onlookers made a video of the incident that went viral on social media platform. 

The assailants threatened that they will make sure they eliminate him and every member of his family. Mr. Emeka Oti A.K.A Papa Uwa, who came for his rescue met him on the ground gasping for breath administered first aid on him and got him resuscitated. After which Mr. Ikokwu Samson Okoro mentioned the names of his attackers and same were seen in the video that went viral which are the names listed above and informed his son and his wife accordingly that if he died the five persons listed above should be held responsible and they should make sure they seek justice for him and they should not allow his killers to go without justice. 

At about 2:00pm on Thursday of 14th August, 2025 Mr. Ikokwu Samson Okoro gave up the ghost. The family went to the Central Police Station, Aba and reported the death. The Police demanded for the sum of Two Thousand Naira only (₦25,000) and Mr. Emeka Oti A.K.A Papa Uwa a friend to Mr. Ikokwu Samson Okoro who was with them with others gave the Police the money and they followed them and took the corpse to the mortuary.

After that two from the five assailants were arrested by the Police and the Police said others are at large then on Friday 15th August, 2025, CSP. Chidiebere Okpaleke the DPO and the OC surveillance of the Division started persuading them to withdraw the case, that a case like the may take 100 years and there will not be breakthrough that we should accept to go and settle with the attackers instead of wasting their time pursuing the case. 

Mr. Emeka and all of them vehemently refused and insisted that they want justice in the matter. On this note, the DPO and his team angrily said that since they have advised them the best way they know and since the family still want to pursue the case that whatever they see they should take it but he can assure them that they will regret bringing the case to the Station and on Saturday 16th of August, 2025, the DPO and the OC surveillance said that they want to transfer the case to the State CID, so, he called them again trying to persuade them again but they refused, he said that are stressing him on a simple matter that he  have advised them to accept settlement and since they are really determined to pursue this case, no problem. He then chased them out of his office. 

Suddenly, the DPO  ordered that Emeka Oti who came to report the case along with the deceased family namely Ifeanyichukwu Ikokwu (Son), Comfort Ikokwu (Wife) and Favour Kanu (Sister)  should be detained since he has seen the viral video of the attack while the three among the five culprits were seen violently brutalizing Mr. Ikokwu Samson Okoro (the deceased) in the video has not been arrested and then refused to transfer the case to the state CID because of his egocentric interest in the case and boasting that the family beg him when they see Emeka languishing in detention.

The DPO has repeatedly threatened that whatever he tells the Commissioner of Police of Abia State Police Command is final; that the Commissioner will not give audience to them that they are irresponsible touts. 

The group pleaded the indulgence of the Inspector General of Police to ensure justice is served as the DPO CPS Aba, and his O/C Surveillance are ready to tarnish image of Nigeria Police Force. That Mr. Chidiebere Okpaleke should be brought to book since he has been bragging that he is a lawyer but presently abusing the legal framework of his office and contravening the laws of the land for negative reasons known to him.
