The Police Boss admonished that transparency is the foundation of the new Nigeria Police Force of which he is committed to building that he have nothing to hide and neither should any officer under his command. He then addressed the Delta State incident has attracted national attention which is the extra-judicial killing of a suspect in Delta State on Sunday, 26th April, 2026.
"Let me be unambiguous: that act was wrong. It was unlawful. It violated the sanctity of human life and the professional standards of this Force, The Nigeria Police Force has acted swiftly and decisively. The officer responsible and members of his team have been dismissed from service. The case file has been forwarded to the Directorate of Public Prosecutions for criminal prosecution. This matter will not be swept aside. Accountability will be pursued to its full and logical conclusion. I also wish to place on record that the suspect was found in possession of a locally fabricated Beretta pistol and four rounds of live 9mm ammunition. Investigations are ongoing. To the Nigerian public, I say this: this incident does not define the Nigeria Police Force. But how we respond to it will. And our response is clear - zero tolerance, full accountability, no exceptions" Disu said.
Disu then reeled out some achievements for the month of April, 2026 that the Police Force during several intelligence led operations recorded several successes, these include; the arrest of twenty-eight suspected terrorists, fifty-one murder/culpable homicide suspects, sixty-two armed robbery suspects, eighty-five suspected kidnapping suspects while fifty-four suspected cultists were also arrested. Activities of the police led to the rescue of one hundred and eighty-nine victims of kidnapping. In the same vein a total number of one hundred and forty assorted firearms were recovered in different operations, while one thousand and seventy-four various calibres of ammunition were also recovered. Thirty-seven stolen vehicles were also recovered.
He also announced a landmark reform in the operational structure of the Nigeria Police Force. Which have reconstituted and remodelled the State-level anti-crime capacity. The Special Weapons and Tactics Units have been reorganized and elevated into a new formation: the Violent Crime Response Unit - the VCRU. That it is not a rebranding exercise but represents a fundamental shift in how the police approach serious crime in Nigeria. That every officer assigned to the VCRU has undergone intensive, specialized training in tactical operations, human rights compliance, intelligence analysis, and rules of engagement which are professional officers, trained to modern standards. That they are critically that their civilian oversight has been built into the operational framework of the VCRU from the very beginning. These units will operate strictly on the basis of credible intelligence. They will not be deployed on speculation, on prejudice, or on arbitrary command. They will be deployed when the intelligence justifies deployment and their operations will be subject to structured review. That each Commissioner of Police commands the VCRU in their State. They are responsible for its discipline, its conduct, and its results. The unit carries the authority of the Commissioner - and therefore the accountability of the Commissioner. He now directed all Commissioners to formally launch their State VCRU with full visibility - with community stakeholders, traditional and religious leaders, and the press in attendance. Nigerians should know that this unit exists, what it stande for and how to hold it accountable.
The Inspector General of Police cleared the air community policing in Nigeria that the Police Force cannot secure this nation alone. That Security is a collective enterprise that needs the trust, the cooperation, and the active partnership of the Nigerian people and the police are committed to earning it. He therefore directed every Commissioner of Police to hold regular town hall engagements across their State Commands which are not ceremonial events. Commissioners must sit with traditional rulers, religious leaders, market associations, youth organizations, women's groups, and transport unions then listen and share valuable informations then builds genuine partnerships.
"I am also taking a step that I believe will send a strong signal of openness and accessibility: I am directing all Commissioners of Police to make their contact details available to community leaders within their States. When a community leader needs to reach their Commissioner of Police, that line must be open. That is what community policing looks like in practice. Security intelligence flows from communities. When citizens trust the police, they share what they know how to saves lives. I therefore urge all Nigerians: if you see something, say something. We are listening, and we will act" Disu emphasized.
The police boss have undertaken a comprehensive retraining and strategic repositioning of all personnels with particular emphasis on human rights standards, lawful use of force, and professional conduct. This is ongoing work, and it will not stop. That the Police Complaints Response Unit - the CRU - remains fully operational, 24 hours a day, 7 days a week. Any citizen with a legitimate complaint about police conduct has a direct and accessible channel. Contact details will be made available at the close of this conference. He then encourage all Nigerians to use this channel, and I encourage members of the press to publicize it widely. He also wish to address the circulation on social media of videos depicting police misconduct. Some of these incidents occurred years ago and the officers involved were sanctioned at the time though understand that perception matters.
"We are working - actively and with urgency - to rebuild and sustain public trust. I ask Nigerians to judge us by our actions going forward" Disu emphasized.
Disu hereby direct all Commissioners of Police to immediately undertake a comprehensive audit of arms and ammunition within their respective Commands. This exercise must be thorough, transparent, and properly documented, with detailed reports forwarded to the Force Headquarters within the stipulated time-frame. The objective is clear: to strengthen accountability, identify existing gaps and provide an accurate assessment of our operational needs. He then emphasized that this is not a routine administrative task, but a critical measure to enhance readiness, prevent misuse, and ensure that all assets entrusted to the Force are properly accounted for and optimally deployed.
The Inspector General of Police concluded that he appreciated the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria for his unwavering support for the Nigeria Police Force and his personal commitment to institutional reform. To every Commissioner of Police present today must carry enormous responsibility. The officers under their command look to them for direction. The communities in their States look to them for protection and for results. That they should lead with integrity, lead with discipline, and lead with the people - and this Force will be transformed.
"To the Nigerian people: we hear you. We are working. We are reforming. We are accountable. Together - police and citizens - we will build a safer, more just Nigeria where every person can live and thrive without fear" Disu concluded.
